Abstract
The growth of the public sector and the scope of its intervention in all industrial societies is the result of rising expectations and diminishing risk acceptance. Today, governments are being asked to achieve the impossible and prevent the inevitable. The result is frustration, disillusion. The author calls for a new attitude toward reality.
