N2 - The land use planning of now towns essentially requires that all land use activities will bo simultaneously distributed at the initial planning stage and that the final distribution will be feasible and overall optimal. This in turn calls for the construction of a planning paradigm which is eapable of generating such land use plans. Thus, tho purpose of this paper is first to briofly introduce such a multistage planning model and then to make the model operational by quantifying its various parts.
