Abstract
The article provides empirical evidence on controversies surrounding stem cell research and development (R&D) and how the dramatic shift in intellectual property (IP) policy may critically affect R&D. Topics discussed include stem cell research as an excellent case study to examine the relationship between policy and R&D and the 2 types of policy strategies used to shape R&D funding namely patent protection designed to promote innovation and public funding policies that provide or deny funding.
