abstract = "This paper presents an efficient and integer preserving procedure to decide whether a bivariate polynomial does not vanish in the cross product of two closed right half planes. The problem arises in testing the stability of two-dimensional continuous-time linear systems. The procedure is obtained by combining a recent fraction-free Routh stability test for complex univariate polynomials with the long known Ansell's conditions for stability of bivariate continuous-time system polynomials.",
