Abstract

Iran’s “charm offensive,” launched when Hassan Rouhani took office as president in August 2013, sparks the question: has there been a qualitative change in Iran’s policy toward greater moderation, or are we seeing a mere tactical maneuver meant to advance Iran’s strategic goals on the nuclear issue and consolidate its position as a regional power? Rouhani spearheads the new approach, but in the Iranian political system the President is not the highest authority, rather one among the system’s many loci of power competing to shape policy.
