Abstract
Ellipsometric effects are calculated which result from changes in the potential jump across an electric double layer. It is demonstrated that surface waves can be generated within the region where the effective dielectric permittivity passes through zero. Methods of experimental verification are described and quantitative estimates are made for the reflection of such waves from mercury. 5 refs.
