Correspondence principle constraints on quantum gravity

The construction of effective low energy lagrangians in quantum gravity is examined. It is concluded that a finite perturbative S-matrix does not uniquely determine the effective theory, and that a non-perturbative approach is essential. A spectrum consisting of massive towers (such as in string theory) is ruled out.
